Actually, the FCC got a lot of comments on the proposal from a lot of
hams, and very very few were in favor of it.
And for good reason. I agree with the decision.
Speeding things up with electronic filing from the VEC is a different
story and a good idea.

The following is a QST
The FCC says no to a proposal that would make Technician Plus
license holders into instant Advanced class hams. Also, two
California hams fail to appeal a state court order barring them
from a repeater. This could open the legal door to run off other
unwanted users of repeaters nationwide. These stories and more

COMBO PETITION DENIED
The Amateur Radio Industry Group's Slow-Code proposal could be
in for some rough sledding if the FCC keeps to its current
position of denying any request to change the structure of ham
radio licensing. It did so once again on May 13th when it flatly
refused to consider a request from the Cass County Amateur Radio
Club aimed at combining the Technician Plus, the Advanced General
class licenses into one.
The Cass County group claimed that the majority of hams are
dissatisfied with the current operator class arrangement. It
wanted all three to be combined into a single license with full
privileges.
But the FCC gave the Cass County petition the same traditional
wave-off it has to every other request since it enacted no-code
almost three years ago. It said that the matter has been looked
into many times in the past and as far as the Commission is
concerned, hams are very happy with the current five class system.
Therefore the petition is denied and no changes to the Part 97
licensing structure will take place in the foreseeable future.

SLOW-CODE
Word of the amateur radio industry group's plan to seek a
relaxation of Morse code requirements for HF privileges continues
to spread and hams have plenty to say about the proposal. At the
recent BirmingHAMFest and Alabama ARRL State convention, radio
amateurs expressed both opposition and support for the idea:
"I don't much care for it myself. Just personally the 13 wpm
barrier is not that big of a barrier if someone wants to
participate in hf and use those privileges. I don't think it is
that much of an obstacle."
"I think it's a gimmick. If you can do 10 wpm you can do 13
wpm."
"Personally I think it would have an adverse impact. I'm kind
od from the old school that if I had to learn it everybody else
should. There is a purpose for it, the hf bands are crowded
already. I think it might cause a problem."
"You can't condemn somebody cause maybe they're not quite as
fast on code. Because they are not quite as adept at it. If it
opens it up to increase more communication, then I think it would
be a benefit."
As we go to air the Amateur Radio Industry Group has not yet
fled its slow-code proposal to the FCC, but that filing could
happen at any time.

NO APPEAL
It appears as if an Orange County California Superior Court
decision to issue a restraining that bars two hams from operation
on an area repeater will stand. This is because Anthony Cardenas,
WA6IGJ and Drew Feldman, N3KSO have failed to file an appeal to
the order in the allotted time period.
As a result, the matter now becomes a part of California legal
record and can be used as case precedent by attorneys for other
repeater licensees who are trying to bar those deemed to be
undesirable from operating on a given repeater.
In theory, the same case law could be applied to other
disputes. These might include hams accused of harassing high
frequency nets or packet bulletin boards that want to stop the
postings of a specific board user to name only two.
Right now, the legal precedent developed in this case by
Attorney Sid Radus, N6OMS is only applicable in California.
However, repeater trustees in other states who are facing similar
problems are expected to try the same legal method of removing
unwanted users from their repeaters as well.

YOUNG HAM OF THE YEAR '94
Allison Daneen Zettwoch, KD4CKP is now officially the 1994
Westlink Report Young Ham of the year. Allison accepted the honor
at the Sea Pack Convention in Seaside Oregon. We have this
report.
"I recruit people that are very active and enjoy the hobby.
They come and they help. They are not here to take it over, they
want to help. Because I couldn't do it all by myself, I don't see
how you all can. But I have found that I really enjoy the hobby.
I like all the bands. I like cw and I like voice. I'm starting
to enjoy packet as well. My father has said that is something I
need to learn how to do. So I just want to thank everybody once
again for all your hospitality and support. I couldn't have done

CUBAN-AMERICAN JOINT CONTEST OPERATION
For the first time in more than thirty-five years, a team of
American ham radio operators has joined their Cuban counterparts
in a joint international radiosporting effort. Traveling at the
invitation of the Federation de Radioafficianados de Cuba, the
United States team was lead by Joe Lynch, N6CL and included Lauren
Libby, KX0O, Chip Margelli, K7JA and Janet Margelli, WA7WMB.
The four American hams operated in the ARRL VHF QSO Party
using special call signs CO0FRC for the primary operation and
CO2OJ/R as the "rover" entry. Highlights of the operation
included the first ever QSO's from Cuba on 222 MHz. and 1296 MHz.
and a moonbounce contact with W5UN.

NEWSLINE UPDATE
Here is the latest on the financial crisis still facing
Newsline. As you can tell, we are here once again this week, but
keeping Newsline in operation is still day to day.
To help cut operating expenses even further, we are instituting
several policy changes that are effective immediately.
First, we will no longer return telephone calls requesting
information about the Newsline or what telephone lines service
your area. Please put those requests in writing to our post
office box address and include a self addressed stamped envelope.
Information requests received without an S.A.S.E. will not be
answered.
If you have a problem in accessing either of our California
lines being inoperative you can call or fax us at our (805) 296-
2407 office line. We will not call you back, but we will do our
best to restore the service as quickly as we can.
On the other hand, if the problem concerns any line outside of
California, do not call Newsline. We cannot help you. Please be
advised that all lines outside of California are all run by
independent volunteers and Newsline has no control over their
operation. Calling us wastes your time and money. In fact, we
are rarely even in direct contact with those operating outside
delivery lines and cannot help you in any way.
Until further notice, the only telephone calls that Newsline
will respond to are those dealing with news stories. If you send
us a story by electronic mail, fax or leave it on our telephone
service, we must have your telephone number so we can check out
the facts. Stories that come to us without that information will
be regarded as rumor and will be immediately discarded.
If we are able to survive the current fiscal crunch,
Newsline is considering going to a bi-weekly service during July
and August. The summer months is the time when little or no
financial subsidy is available. We feel that going bi-weekly on
alternate weeks from the publication of the three national ham
radio Newsletters could carry us through the doldrums of the
summer months. No definite decision has been made on this. We
will let you know when we do decide.
Finally, any radio club or ham convention requesting a
Newsline speaker will be required to defray all expenses for that
person. Simply said, we at Newsline no longer have the capital to
do that.
We apologize to anyone inconvenienced by these policy changes,
but they are necessary if Newsline is to survive and to remain a
viable news and information service to ham radio that is
essentially free.

GOLDWATER
The elder statesman of Amateur Radio is coming to a commercial
radio station near you. U.S. Senator Barry M. Goldwater, K7UGA,
has accepted an invitation to be Len Winkler's Ham Radio and More
on Sunday afternoon, June the 26th. Winkler says that the show
will be devoted to a discussion that everyone knows is close to
Barry Goldwater's heart and you can also talk to K7UGA:
"On June 26th we have Senator Barry Goldwater, K7UGA. We're
going to talk about ham radio. He loves to talk about ham. So
he'll be on the national show. We are looking very much forward
to it. The last time he was on, the lines were lit from the
beginning of the show till the very end. Loves to talk about ham
radio." Len Winkler, KB7LPW.
Winkler, whose call sign is KB7LPW says that anyone can tune
in on Ham Radio and More if there is a Talk America station in
your area:
"The show is on the Talk America Network which is on many local
affiliates through the United States. It could be also heard on
satellite via Spacenet 3, transponder 9, 6.8 audio. It airs every
Sunday live at 6:00 pm Eastern time." Len Winkler, KB7LPW.

Resolution gains majority
The Amateur Radio Service Joint Resolution 199, now has a
majority of the US House of Representatives as cosponsors. The
Resolution seeks formal recognition of the value of Amateur Radio
to the country, would support Amateur Radio as "national policy,"
and would encourage rules and regulations to facilitate Amateur
Radio as a public benefit by encouraging new technologies.
Including Resolution sponsor Jim Cooper the total number of voting
sponsors is now 218. There are currently 434 Representatives in
the House.

TANDY EDUCATION
The Tandy Corporation has begun using information from the
ARRL's entry level text Now You're Talking and from the ARRL
Handbook to illustrate antenna fundamentals and schematic symbols.
This, for use in its training certification program for store
personnel. The Now You're Talking entry level study program is
sold in Radio Shack outlets.

QST ON THE STANDS
Begging this July, QST Magazine will be available on news
stands nationwide. According to the League, the only difference
between the news stand and member versions of QST will be the
magazines cover. The news stand version will have a significantly
different look and will include teasers for the stories inside.
The traditional version of QST will still be sold by radio stories
and parts suppliers as well.

The Central States VHF Society's annual conference will be
held July 28th to the 30th in Memphis, Tennessee, and a call for

IARU NEWS
On the international scene, word that the Ukrainian Amateur
Radio League is the newest member society of the International
Amateur Radio Union. President of the UARL and its IARU liaison
is Nickolai Gostry, UT5UT; secretary is George A. Chlijanc,
UY5XE. Also from the former Soviet Union news that the Union of
Radio Amateurs of Russia has applied for IARU membership as well.
Finally, the new address for the UA and RL prefix QSL bureau is
PO Box 56, Kiev 252001 Ukraine.

HACKERS PUBLISH SECRET PAPERS
It's the revenge of the computer hackers. According to a
report in the San Francisco Examiner, a group of hackers,
apparently angry at government attempts to place restraints on
what they feel is their freedom to communicate using any
electronic means at their disposal, have distributed on a National
Security Agency employee manual over the Internet. The report
said that the manual was intended for internal NSA use only but
the hackers found a way to distribute it on Internet. They also
sent copies to several news organizations. This, apparently to
embarrass the government and prove that there is no way to keep
anything secret from a hacker.
The government believes that the computer users who distributed
the document hoped to undermine a federal push for data-encryption
regulations that would allow the government to tap into private
communications on computer networks.
The Clinton administration wants all new computers to contain a
microchip that would allow the government to tap into any
electronic transmission. Officials say that is necessary to
monitor criminal, espionage and terrorist activities.
The manual distributed describes the basic goals and duties
of NSA workers. It first appeared on a Texas-based hackers
network the week of April 4th. The identity of the person who
initially obtained the document and the method used are so far
unknown.

Oh, no. I hope the FCC isn't actually rewriting it. Aren't they the
ones who wrote the dissertation that says, basically, that laserprint
rubs off?
I think it goes something like this:
It is advisable that this license be coated with a plastic laminate
substance in order to preserve the integrity of this document. The
commission has determined that, under certain conditions, laser print
is subject to displacement.
They'll probably do it in COBOL.

Subject: Icom 22-S info needed

I recently purchased an Icom 22s at a local hamfest. It is the model that
tunes 146-148
in 30 kc steps, it has a toggle switch for the 15kc steps. The seller
said that he added a new
switch from Icom which shows the actual frequencies rather than just the
22 diode programable channels. The rig works fine.
Does his explanation makes sense, is this really and Icom modification,
or was it some after market gismo? Finally is there a way to get down to
the repeaters below 146 mhz.

I don't know how much different a renewal is from an address change but I
sent one in and it took 12 weeks. I think yours is a little late and I'd be
calling right about now.

Officially as in "FCC officially"? There is no minimum. You can operate
anywhere within your band that you choose, BUT...
There is a band plan, a gentleman's agreement that everyone is expected to
respect. Depending where you are, the channel spacing is either 15KHz or 20 KHz
(I think in CA, it's 20 KHz [someone please correct me if I'm wrong!]).
If you have interference problems, make contact and then move to another
unused simplex frequency. There ought to be plenty of them to go around, even
in CA.

Special Note: Amateur Radio licenses usually arrive between 8 and
10 weeks after the test session. The FCC considers their
processing time to be 90 days--from the date they receive the
application. The FCC usually receives the application one
to two weeks after the test session (once the VE Team and the
coordinating VEC have completed their processing).
Note: Beginning with applications submitted to the FCC as of March 1,
1994, Codeless Technician to Technician w/HF upgraders (who pass a

Actually, the FCC got a lot of comments on the proposal from a lot of
hams, and very very few were in favor of it. I suggest you read the
news reports about it in the ham magazines for confirmation.

No.
If everyone started saying "3's and 8's to ya, good buddy" I wouldn't
get used to that either. Since the term "73's" came from CB, as did
so many N#xxx callsign owners, I would expect that eventually they
would get tired of being made fun of by us grownups for saying stupid
things on the air.
Do you know what I say at the end of a conversation on the radio? It's
usually something like "Talk to you later" or "So long" or "Nice
talking to you".
Simple, no?

What about just a simple 73? I keep typing 73 only to
realize that I either have to:
1... edit it back out and add a more verbose ending, or...
2... explain what it means (which is often more verbose
than #1).
However, its always fun to reply with a few OF's in there, and have
them ask what it meant!

In Germany you usually get your license the day you have passed your exam,
but it must be said that there aren't so many hams than in the USA, and
the examinators are from the governmental office for telecommunications.
On the other hand, in France you'll have to wait several weeks, too.
But because this group already carries a lot of traffic, I would recommend
you to restrict the distribution of articles concerning a special country
or continent to the appropriate region. This will save a lot of bandwidth.
